International animal day – October 4th 2017
Action of Information, identification, castration, vaccination – Sulina
R.E.A.D.C Turda, together with Tasso e.V Germany, dedicates this action of information/education, registration/identification, castration/sterilization and vaccination, organized within ATU Sulina, to the international animal day (4th of October).
The whole action lasted for two days, during which a total of 94 animals were neutered, 75 dogs and 19 cats, with and without owner. Veterinarians Mircea Stefanache and Irina Corbu, along with their volunteer team, made this possible, all costs being paid by R.E.A.D.C Turda and Tasso e.V Germany.
On Tuesday, September 26, 2017, the representatives of our association, together with the veterinarians and their team, arrived in Sulina. The actual action started on Wednesday, September 27, 2017. They castrated/sterilized dogs with owners as well, but priority was given to those without, in order to avoid their multiplication in the spring and their appearance on the streets. The ones with owners received a transponder, being identified, and a health card, so they can benefit from the free rabies vaccine.
Good deeds and proper behaviour in human-animal cohabitation are cultivated through an educational process, starting from school. Education is the only way to build a healthy and safe future in Romania. Thus, on Thursday, September 28, 2017, the representatives of our association started the information/education action at Sulina General School. Each pupil and teacher, grades 0-4, received the Educational ABC, together with a presentation about the responsibilities they have if they own a dog, ways to avoid abandonment (reducing the number of stray dogs), and the safety measures they should take when they come in contact with an animal. The education of responsibilities had a good result, as a large number of children have presented themselves with their pet to be neutered.
R.E.A.D.C Turda, together with Tasso e.V Germany, donates transponders to veterinarians in Sulina for more than 3 years, to provide the free rabies vaccine, which is ongoing throughout the region. The Danube Delta area is a dangerous territory with jackals, foxes etc, all of them being bearers of rabies. The neutering action, the last stage of out project, will be repeated annually in most of the territories we manage.
Everything we have provided to the population, from information/education, identification/registration, castration and vaccination, was free of charge, in their favour, to prevent the amendment of the owners, according to the law:
1. Dog registration – Order 1/2014 – ANSVSA
Non-registration of dogs is sanctioned with fines ranging from 2000-5000 lei.
Non-identification by microchipping is sanctioned with fines ranging from 5000 – 10000 lei.
2. Dog castration – GEO no. 155/2001 Updated.
Dogs belonging to the common breed, but also their half breed, must be sterilized.
Exceptions to this rule are, for example, utility dogs.
Non-sterilization of dogs is sanctioned with fines ranging from 5000-10000 lei.
3.Abandonment/maltreatment of animals is punished – Law no.205/2004.
Leaving them without food, shelter or medical treatment – is being amended.
Maltreatment, cruelty or killing of animals are punished by imprisonment from 6 months to 2 years.
4.Letting animals free – Law no. 61/1991. Art.2/17 Updated (Violation of social cohabitation rules and public order)
The free or unmonitored animals that may be dangerous to persons or properties shall be punished with a fine. The fine can be given by the City Hall, Police, DSVSA.
We want to thank the veterinarians Mircea Stefanache, Irina Corbu and the volunteer team, for the professional and efficient way they worked, the City Hall of Sulina and all those who got involved, helped us and cooperated!
Animal protection without the owner`s protection and information is absurd.
Animal rights without owner rights is cynicism.
