WORLD RABIES DAY 

Rabies vaccination is mandatory, according to the Art. 15, pct. 1/a of European Council 2013/722/ Decision

In honor of the World Day of fighting against rabies, we draw your attention again in this year to the situation that has been reached after the formation of a bankrupt and corrupt system, authorized by ANSVSA and CMV, approved by the political structure, to the detriment of public health, of animals’ suffering and of the prejudice brought to our veterinary colleagues.

The restraining ANSVSA order of rabies vaccination, by conditioning the private tax payment, is an attack to the public and animals health in Romania.

The 1/2014 ANSVSA Order – can NOT- be above the 42/2004 Sanitary- Veterinary Law

“Art. 3 – The state supports the activity of animals protection, surveillance, prevention and control of those diseases which can be transmitted from animals to humans, by insuring the institutional and legal framework, the financial resources, and the  technical- material basis necessary for deploying the sanitary-veterinary activities in optimal conditions.”

Before this Order from 2013, were vaccinated 3.490.695 dogs, and not the entire canine population of the country, 5.2 millions. (ANSVSA states to the Friedrich Ebert Stiftung institution the real number of approximately 5.2 millions of dogs in the rural environment- Cap. 3- pag.- http://www.fes.ro/). The correct figure is a number of approximately 7.5 millions of registered households in the country.

Romania has been celebrating the world rabies day in the last 3 years, in the following 10 parameters!

1. Approximately 3 millions of annually unvaccinated dogs, starting from the 1/2014 ANSVSA Order release, when the rabies vaccination has been conditioned (free even under Ceaușescu Nicolae)
2. Approximately 12.500 bitten citizens, with plagues, and rabies treated, according to the answers received by our association from all Romanian hospitals and clinics, for year of 2016.

We are wondering- Where does the Ministry of Health recover the cost for treatments?

1. Approximately 18 Million Euros (for about 3 millions of animals x 3 years x 2 Euros), prejudice brought to the concessionary veterinaries colleagues, by not applying the mandatory rabies vaccination.
2. Prejudice to the providers and budget, allocated through the non-application of the Rabies Serum.
3. Approximately 800.00 Euros, prejudice brought to the veterinarians contributors in CMV, by payment with dedication to development of RECS, without any public auction, if the privatization of ANSVSA and Agricultural Register was wanted.
4. Agricultural Register is mandatory and free, thus there is no need for a paid one.
5. “Vaccination and diseases” Register to ANSVSA is free and mandatory, to be reported to OIE, that International Organization which monitors rabies (Epizooti)
6. The vaccination cost and workmanship are at the free negotiation between the animal owner and veterinarian, as in the fair, “We will strike a bargain just by giving an eye to it”
7. The Art. 31 from The Romanian Constitution has not been respected So, the citizens are not informed about their guaranteed rights.
8. In the current registration rate, which is about 23-25.000 monthly declared, Romania needs 12 years to vaccinate the entire canine population, of about 5.2 millions, of course, by absurd and without calculating the animals from Romanian Canine Association!!

Who is protecting us from the ones that must protect us, from viruses all the way to rights?
