RABIES BUSINESS
Who is guarding us from the ones we pay contributions to protect our health?
Rabies (rage) is an acute infectious disease transmissible from animal to human, with a dramatic evolution, having most of the times a deadly end.
Owners of dogs and cats have the obligation, according to the Art. 11 of Order 29/2008 for the approval of The Sanitary Veterinary Norm, “to bring the animals to get the rabies vaccination”. Also, Law 258/2013 and The A.N.S.V.S.A President Order no.1 from 2004/ constrains that the dogs’ circulation inside the territory of Romania to be done only if they are identified, registered, vaccinated against rabies, and carry the health books.
The vaccination action is free of charge for citizens of Romania, being accomplished with funds from the budget (paid also by us) and European funds, as part of the national program.
Nevertheless, through the A.N.S.V.S.A. 1/2004 Order, the free and compulsory anti-rabies vaccination is abusively used as means of enrichment by conditioning it upon the payment (at free negotiation) of microchipping and registration in R.E.C.S. . C.M.V. controls this register and collects fees through the veterinarian colleagues which have been prejudiced by A.N.S.V.S.A.-C.M.V. bicephalous leadership.
This is a schema of national theft, being applied a form blackmail in which, if citizens want to get a free right, the must pay either the mentioned amounts, either some huge fines.
The additional “privatization” of the A.N.S.V.S.A. and Agricultural Registry (both maintained in parallel and free of charge according to E.U. norms), through a new register with billed payment, thus S.R.L. at C.M.V., under the name of R.E.C.S., made by a group of public servants with capitalist fantasies, and the interest of Romanian nation is placed under the personal interest.
The general right of Romanians to safety and public health is thus on a secondary level due to this self-legislated law/ order and its application according to the feudal-cominternist pleasure.
In a Romania that has one of the poorest population of Europe, the situation is bankrupt, meaning that, by adding to those about 5 million dogs, approximately 7 million of cats, the danger of rabies contamination is tripled because only a number of about 1,7 million animals were vaccinated, of which 1,1 million from 2014 (those who want the proving papers can contact us at the association’s address).
Only about 150.000 dogs have actually been annually vaccinated since 2014.
And the existing million mostly represents the animals of AchR breeders, and the ones that are sent to international adoptions. (those who want statistics can contact us at the association’s address).
Doctors do not have the legal possibility (without risking their job and exclusion from C.M.V) to make an intimation of suspicious outbreaks, because the arrangements of Order 29 from 28 March 2008 in the surveillance area can not be applied. These include mapping and completing the vaccination on dogs and cats with inactivated vaccine, without applying the microchip and enrollment in R.E.C.S, thereby risking the deviation from another ANSVSA Order – 1/2014.
“So, which order should we divert?”, the doctors ask. “Between bullet or scaffold, what should I choose?”, “Democratic, for sure! When after 5 years of studies and marathon you have the right, the luxury of choosing your end!”.
We are also asking ourselves: weren’t these norms, in a deliberate way, wrongly elaborated in order to blackmail the veterinarians (to control them in accordance with NKWD notebook) with exclusion in case of applying any of the alternatives?
The only alternative that remains to institutions is statistics manipulation, and this will be the subject for the next process. The examples can continue, but we do not have enough room fot this.
Another A.N.S.V.S.A. manipulative example – the abuse masking through serf-order.
Unlike the costs of dog rabies vaccination, which are entirely borne from the state budget, “the equivalent of cats vaccination workmanship is borne by their owners, and the vaccine value is borne from the state budget”, according to the A.N.S.V.S.A. no. 35/2016 Order.
The simplified anomaly is punctually presented as it follows:
1- The workmanship is paid also at the free negotiation, in order to get the rabies serum paid by the taxpayers, released for free, probably from the old stocks for dogs, from 2014-2015, etc.
2- The free rabies serum, purchased from citizens’ money, is now applied to cats only if the workmanship is paid. (conditioning of a mandatory and free of charge action by another paid action is exactly the subject of the trial from The Constitutional Court – “same Mary, with another hat”)
Why are they doing now these vaccines that should have been made since 2008, according to Order 29 at “The vaccination of domestic carnivores” and Commission’s 94/275/EC Decision, and 42/2004 Ordinance?
3- Cats do not have to be registered in R.E.C.S. (why dogs have to be registered then?)
4- Cats do not have to be microchipped (black and white game with the vaccine)

5- Chapter 1section 9- Rabies- at remarks and execution Point 2- specifies that any authorized veterinarian according to ANSVSA 1/2014 Order can perform the prophylactic anti-rabies vaccination.
We specify that, any „authorized and of free practice veterinarian under the Order 1/2014”, means, in fact, the enrollment as user of the veterinarian in R.E.C.S., to get costs and invoices from C.M.V., not having otherwise this right to perform vaccination.
Some doctors say that this is the only possibility to get rid of the expired serum, and many owners have written us that the animals died after the vaccine has been applied.
We wonder, why the issuing authorities of these Orders and Norms, who also have the right to suspend them, do not, of course, if they do not have any private interests?
A.N.S.V.S.A. do not communicate publicly and via media the list of veterinarians who have the obligation to perform this FREE OF CHARGE service.

The exceptions from these actions (of mandatory and free vaccination) represent only those animals that are the subject of intercommunity trade, according to Art.3 from Sanitary Veterinary Law.

Citizens have not been, though, informed about their rights, this being one of the constitutional deviations we are fighting against. Our association’s intention is to bring out the abuses against dog/cat owners and public health at the level of a country member of European Union.
We draw your attention once again to the situation that has resulted from the formation of a bankrupt and corrupt system, authorized by the bycephalous A.N.S.V.S.A.- C.M.V. leadership, approved by the political structure, to the detriment of public health, animals’ suffering and the prejudice brought to the veterinarian colleagues. For a number of about 10 million carnasiers (dogs and cats) the prejudice has been over 20 million Euro annually, and in 2014-2018, losses of about 75 million Euro were registered, as being the mandatory rabies vaccination workmanship in Romania, un-cashed by their own colleagues.
One of the serious consequences of these financial exploitation laws of dog owners (issued by some elected officials as abuse of position, having some personal or group interests) is dog abandonment, which leads to another profitable business with city halls. All dog/cat owners have the right to freely benefit of rabies vaccination for their pet from authorized medical cabinets located in every territory / neighborhood.
In case you own a dog and you are denied the free, mandatory rabies vaccination, you have the possibility to file a complaint to A.N.S.V.S.A. and Ministry of Health, for failure to comply the Order 29/2008 at “Domestic carnivores vaccination”, of 94/275/CE Commission's Decision and Ordinance 42/2004 of adherence to the European Sanitary Veterinary legislation.
