Taking into account the article published in your newspaper, infoaries.ro, dated February 17, 2016, entitled, "AN ASSOCIATION OF TURDA FIGHTS IN INSTANCE FOR THE RIGHT NOT TO ABUSIVELY MICROCHIP DOGS.”, we mention the followings:

We are confident that due to lack of acts research, the action and motivation in the Court, sent for settlement to the Constitutional Court by the professionals of Court of Appeal Cluj, were presented erroneously.

As a veterinary technician and reporter, you could have studied:

Obligation to register and vaccinate is required by CE-Annex 2 RPE 998/2003 "just for pets leaving a country favorable to rabies", not for 98% of households and shepherds who own dogs, not the payment in Register of Dogs with Owners (RDO).

The reason of the trial in everybody’s language

Points no. 2 and 3, were imposed before point 1 – Mandatory and subsidized rabies vaccine, so, paid services were politically allocated, arguing that they necessarily belong to the free of charge rabies vaccination.

2 - Microchipping is still imposed, but with payment on agreement with the vet, under current law.

3 - Registration in RDO (Excel table) run by College of Veterinarians (CV), is also with payment, collected on registration and redirected to RomPetID, and CV issues the invoice for the vets, as a company, so PRIVAT OPERATOR in a professional free association!

a - Formation of RDO motivated the accessing of the bankrupt credit, of about 1 million euro, unlawfully pledging with members’ contributions, which they have brought an enormous damage, by paying bad bank interests, so, abuse of office.

b – Rabies vaccine evidence is owned for FREE at NSVFSA, Disease Control Service, in order to be reported to the OIE andEU forums.

c - The microchip series could have been written in same compulsory and free of charge table!

1 - Rabies vaccine is free of charge, indirectly borne by taxpayers and EU.

We warn that rabies is transmissible to humans and lethal, and Romania is in top with this disease, according to the European Council.

Tasso e.V. doesn’t own any subsidiary associations in the country, but only collaborators.

1 - Tasso e.V. Germany has dozens of partner associations in Romania and cooperates with different cities and villages, offering: outreach programs, education programs, help, food, microchipping, in localities: Câmpia Turzii, the only microchipped city in Romania, with 24/24 monitoring, from 2013 already operational, (https://www.youtube.com/watch?v=XoxtpotqhJA), Sfântu Gheorghe, Sulina, C.A. Rosetti, Târgu Mureș, Suceava, Măciuca, Predeal, Nufărul, Somova etc.

The municipalities that refused the free principle for the citizens are Cluj-Napoca and Turda.

2- The fact that the Transylvanians from Diaspora activating at Tasso e.V. for decades feel solidarity with Romanian citizens is a natural gesture, because, anyway, the Diaspora sponsors Romania directly with "the fantastic amount of 7 billion euro annually," says BNR Governor Mugur Isărescu. Through indirect support, with holidays, flights, constructions, the amount is double.

3 - Those responsible in drafting the Law 258/2013 and NSVFSA Order 1-2014, have consulted with the associations, which can confirm the law hijacking and free proposals denied.

4 - Tasso e.V. lobbies only for the interest of animals and pet owners, hence the title of the action:

"Animal right without the right of pet owners is an act of cynicism."

5 - The principle of Tasso e.V. is based on the German principle of solidarity of the social classes and on the support of animal lovers, thus becoming the largest European Register for Animal Monitoring, and all services provided are free of charge, for over 33 years, to all those who want, and there are no premium services (as you mentioned).

6 - The fact that you describe it as a business of 2.5 million lei in Cluj County means that, nationwide, the management of a CV association, with the support of NSVSA and the political deputy, collects in the private system 100,000 million lei annually, through registration and microchipping imposed on poor pensioners and grandparents remained in 7.5 million households, according to the INS statistics. The external production cost for a microchip is only 2 lei.

Thanks to the interviewee for the exposed numbers which represent the true financial interests.

7 – You state that the microchip/labor costs amounted to 40 lei per animal.

1. a.The labor of injecting the rabies vaccine+serum is, at the price set by the State, about 10 lei.
2. b.Microchipping in private system is, at free negociation, between 40 and 150 lei.

Both operations are similar, made by subcutaneous injection.

Mayors’ participation with funds to this action only means redirecting money.

8 - Aberration from the quote of DSVSA Cluj manager sounds like this: "The State ensures free rabies vaccination years in a row, all people have to do is to pay the original registration of dogs"

The real analysis of this quote is as follows:

The State, (you, the citizen, indirectly pay) ensures free rabies vaccination... All peoplehave to do is to pay us (initially in private system, the registration in RDO + microchip + labor) the registration of dogs.

Personal note: we are witnessing the State privatization, in group interest!

The following quote is even more absurd:"Their records are best made by veterinarians and not by private operators," believes Ioan Oleleu.

We specify that CV is an NGO of free practice veterinarians, as such and ”private operators”. How did they hire/manufacture RomPetID without public tender?

Citizens are entitled to the cheapest services, in accordance with the legislation in this area.

We own the institutions refusal to provide this public information.

9 – Vets don’t do the digital record, but they only raise money for RDO, and for those who invented it.

10 - Who controls the index required by law, (cost-efficiency) at the formation of these entities?

DNA searches imaginary REGISTERS of million euro, as at SNIIA, which gives 9 million animals in addition, with 150 million euro embezzled. (http://www.digi24.ro/Stiri/Digi24/Special/Romania+furata/ROMANIA+FURATA+Subventii+ilegale+pentru+9+5+de+milioane+de+anima)

NSVFSA applies the same principle to the formation of the law as described above.

11. - The injury to their own concessionaire veterinarians, who have not received about 7 million euro for two years the rabies vaccine labor, requires the intervention of control bodies, because I don’t think anyone will have the courage to initiate it at the ex-oficio or the meeting of the Deontological Commission NSVFSA – CMV, Ministry of Agriculture or of Public Health.

For over two years we have warned the Prime Minister, Ministry of Agriculture, NSVFSA and CV, and these institutions have not applied Article 31/2 of the Constitution of Romania, which states:

”(2) Public authorities, according to their competence, are obliged to provide correct information to citizens in public affairs and matters of personal interest.”

We hope we have helped to clarify the accusation of "private operators" as Association READC Turda and collaborators Tasso e.V., opposite to CV-RDO, as private operator of an association, as evidenced by the statements. To you, as a reporter, we have provided the information necessary to improve the quality of your future articles in the field.

The materials and the preparation of the NSVSA privatization “canon” will be published soon.

Without the media pressure and this trial, pet owners would have not known their rights guaranteed by the Constitution of Romania.

Giving citizens free registration of animals, our association paid only in the veterinary system of Cluj County at least 30.000 euro, only in Câmpia Turzii, without receiving any emails of thanks from ”private collectors” (CV, SVFS), who declares us as "private operators".

So much for now about abuses and the ”million market” (of retired), sponsored by the budget, or the patriotism and ”social solidarity" of those enriched by the unconstitutional system, described by those in charge of its manufacturing, as you mentioned in the article.

READC-Turda Association was right: "Money before public health” was targeted.
