Dear animal lovers, the annual campaign of identification, microcipation and vaccination against rabies of domestic carnivores in the Danube Delta, continues until February 2019, on the basis of the protocol signed in 2014 with the mayoralties of the localities in the area.
These activities, carried out for over four years by R.E.A.D.C. Turda and Tasso e.V. Germany, in cooperation with the concessionary veterinarian of those localities and with the students arriving in practice, are free of charge for all pet owners.
R.E.A.D.C. Turda gained a huge victory in January this year, when the Constitutional Court admitted the exception of the unconstitutionality of art. 134 of Government Emergency Ordinance no. 155/2001 and decided that the rabies vaccination of dogs should no longer be conditional upon their microchipping.
The Romanian`s general right to public safety and health has been put on a secondary level for a number of years because of this legislation that conditioned the free and compulsory rabies vaccine by the private and free negotiatedpaymentof microchipping, health card and registration in R.E.C.S. - C.M.V.
Therefore, dog owners who could not afford to pay for microchip, health card and registration, could not benefit from the free and compulsory vaccine for their dogs.
The annual vaccination action takes place between October and February, and now, thanks to our victory, all citizens can benefit from the rabies vaccine for their animals free of charge, with no additional costs.
Veterinarians of sanitary-veterinary district in each neighborhood, town, village, commune, have the obligation to vaccinate against rabies free of charge all dogs and cats, and they can register the animals in the A.N.S.V.S.A. - Vaccines and Diseases, which is free and compulsory, to be reported to O.I.E.
We consider this campaign to be of particular importance as in the area, the number of jackals, animals spreading rabies, is steadily increasing and the risk of infection is very high, posing a threat to public health and animal safety.
We mention that in October, over a five-day period, we carried out a sterilization/castration of carnivores with and without owners from Sulina. During this time we have sterilized 102 animals (dogs and cats).
In parallel with these campaigns, we organized student information campaigns, also providing leaflets with advice on the responsibility of owning a pet. Information is the basis, which is then supplemented with free sterilization, identification, microcipation and rabies vaccination programs, as the financial possibilities of animal owners in the area are reduced.
Our association owns a real database of pet owners in these localities, updated annually with new campaigns.
Thanks for the support to the team of vets, led by Dr. Nan Ionel. We also thank the mayors we work with, for providing us with all the resources needed to carry out our activities. Mayor Nicolae Răduş thanked us in turn and told us that he understood that the monitoring, registration, castration/sterilization of animals, together with the annual education of the students, are more effective than catching, minimizing abandonment and the number of animals from the street.
Public health and pet welfare is the responsibility of each and every one of us, which is why we invite all the owners of non-vaccinated against rabies dogs and cats to fulfill their owner's duties and vaccinate them.
