In April 2011, a meeting was organized at Olăneşti, at the initiative of Tasso e.V. Association from Germany and ”The The Electronic Register of Domestic Animals and Pets” (R.E.A.D.C), between representatives of the associations, the prefect of Vâlcea County, Petre Ungureanu, and the local authorities, in order to establish a pilot centre patterned after German model, through which all domestic animals and pets from Râmnicu Vâlcea to be electronically identified.
It is provided that Râmnicu Vâlcea could be a "call center" for all the country, and prefects from other counties to take the initiative to inventory dogs and cats.The pilot Center will have its seat in the shelter for stray dogs from Feţeni.
The second meeting between the representatives of our association and the local authorities was held at the City Hall of Râmnicu Vâlcea, on 01.09.2011. Representatives of Tasso e.V. president Philip McCreight and project coordinator, Marin Bleidner, together with prefect Petre Ungureanu, Vice-Mayor Cosmin Constantinescu, specialists of the Prefecture, of the City Hall Râmnicu Vâlcea, of the Sanitary Veterinary Department and Public Health Department, have completed the collaboration through which they intend to identify and electronic register all domestic animals and pets.
In order to ensure the success of this project, the prefect of Vâlcea County has asked the Government the mandatory registration in The Electronic Register of Domestic Animals and Pets, of all domestic animals and pets, as well as those abandoned, from Romania. "I will present to the Prime Minister a few amendments to the law that is already in the specialized committee from the Chamber of Deputies’s debate, regarding the requirement that all dog and cat owners to register them. The moment they are registered, we will have already solved half of the problem. In Germany, for example, there are no dogs in the shelter because, in the moment the citizen loses his dog, he is obliged to report its loss, and in order to find it, after a while, he has to pay a tax.. And, in Romania, the fees for those who abandon animals will be quite drastic.” said the prefect Petre Ungureanu.
It is estimated that on the streets of Râmnicu Vâlcea, there are about 2,000 dogs, which is a big problem for the local authorities. Once the partnership is signed, we hope that in few years there will be no stray dogs walking free on the streets of Râmnicu Vâlcea.
"The dogs will be registered with microchip and plate with the phone number of our permanent call center. When a dog will be found on the street, its finder will be able to call the permanent call center and he will communicate the serial number written on the plate, and our team will help him to find the dog’s owner. The abandonment among stray dogs is 30%. Reducing by 30% the number of stray dogs, we will still have to solve their problem of their breed, especially in spring, when the inhabitants of the villages bring their animals to the city, problem also solved through microchip and identification plate. Bearing the responsibility of your own pet, the number of animals from the streets will be reduced, as in Germany, within 2 or 3 years by 80% " said Marin Bleidner, Tasso Romania representative.
